The Division of Fire, Emergency and Building Services (DFEBS) is one of three divisions located within the Department of Public Safety.  This division is staffed by a highly dedicated group of professional men and women comprised of sworn State Police Troopers and civilians.  DFEBS is charged with complex responsibilities related to various aspects of building and fire safety, telecommunications, education and training and data management.  The critical assignments are either mandated by state statutes and/or regulations.  In DFEBS, there are four major components that work closely in support of the public safety mission: Office of State Fire Marshal, Office of State Building Inspector, Office of Statewide Emergency Telecommunications and Office of Education and Data Management.

Technical areas that DFEBS deals with include the cause and origin of fires and
arson investigations; plan reviews and engineering; hazardous materials,
explosives, demolition, hoisting and crane operations; amusement park rides
inspections, carnivals and circuses; licensing and permits; elevator, personal
hoists, ski lifts, tramways and boiler safety, inspections, plan reviews and
issuance of operating certificates; safety and inspection of state buildings
and new state building construction projects; telecommunications engineering
and systems design, (E-911), GIS and Public Safety Answering Points; technical
training and education in all related fields; and management of Connecticut’s
National Fire Incident Reporting System.

These offices in turn interact with local, state and federal agencies.  The offices on a daily basis conduct business with insurance companies and commercial enterprises.  The agency’s mission is accomplished through adopting, amending and administering a wide variety codes, standards and agency regulations.  Our staff conducts field inspections and provides technical assistance to local building and fire code officials, design professionals, contractors, developers, engineers, property owners, elected officials and the general public.

It is our agency’s hope, that through our efforts, the residents of Connecticut and those who visit will have a safe place to live, work and entertain.

Robert J. Ross

Director, DFEBS
